For centuries, humanity has struggled to achieve unity and prevent tragic wars. Even today, voices from around the world cry out for relief from the pain and suffering caused by conflicts. Amidst these challenges, HWPL (Heavenly Culture, World Peace, Restoration of Light), a global peace organization led by Chairman Man Hee Lee, is striving to end wars and achieve lasting peace. With branches worldwide, HWPL collaborates with experts and activists from diverse fields, including politics, law, religion, education, media, women, and youth. One of HWPL's key initiatives is the Declaration of Peace and Cessation of War (DPCW), a comprehensive legal framework aimed at establishing sustainable global peace. This newsletter highlights HWPL's peace activities and their ongoing efforts to raise awareness for humanity’s noble cause.
Mongolia's Celebration of Constitution Day and the Rule of Law
On January 11 2023, Mongolia celebrated Constitution Day by hosting a conference titled "Ensuring and Implementing the Rule of Law." Organized by HWPL, the event aimed to discuss Mongolia's legal framework and human rights issues while highlighting the importance of international law in achieving global peace.
The conference, held at the Soyombo Hall of the Tuushin Hotel in Ulaanbaatar, brought together over 400 attendees, including former Mongolian vice prime ministers, ministers, government officials, educators, media professionals, legal experts, and representatives from NGOs.
Discussions emphasized the importance of fostering a culture of the rule of law across all sectors of society, including public and private institutions. Key topics included women’s rights, constitutional freedoms, and the significance of legal education for citizens.
A major focus of the event was introducing the Declaration of Peace and Cessation of War (DPCW) as a complementary legal instrument to address global conflicts and ensure sustainable peace.
The Role of the DPCW in Strengthening Global Peace
The DPCW, consisting of 10 articles and 38 clauses, was drafted by Chairman Man Hee Lee in collaboration with leading international law scholars. Announced on March 14, 2016, the DPCW includes provisions on disarmament, the prohibition of aggressive war, and the promotion of peace education—essential elements for building a lasting global peace structure.
During the conference, former Mongolian Vice Prime Minister Uyundari emphasized the need for Mongolia to learn from South Korea’s legal frameworks, stating, “We must work together and fight for human rights and justice.”
Other distinguished speakers shared their insights, including:
- Zachin Chijilsuren Gurbanerdene, Director of the Mongolian Pedagogical University, highlighted Mongolia’s rich legal heritage and the potential of peace education in achieving sustainable peace.
- Oyunchecheg Khurts, from the Mongolian Women Lawyers Association, stressed the government's responsibility to uphold and enforce constitutional freedoms.
The event concluded with youth members of HWPL’s International Peace Youth Group (IPYG) delivering a performance conveying the message that “we are all one in peace.”
The DPCW's Growing Recognition in the Dominican Republic
Beyond Mongolia, the DPCW is gaining recognition in other parts of the world, including the Dominican Republic.
Rommell Santos Diaz, President of the Dominican Federalism Foundation, highlighted the success of the DPCW Handbook Project, which aims to incorporate the principles of the DPCW into national education policies. Collaborating with the Dominican Republic’s Ministry of Foreign Affairs and the Ministry of Justice, the project has already seen interest from several universities and educators.
Santos Diaz emphasized, “We are working to institutionalize the DPCW as part of our academic curriculum, ensuring that young people understand the importance of peace in shaping our future.”
Furthermore, efforts are underway to present the DPCW to the Dominican Senate and Congress, seeking national-level endorsement and collaboration with the Organization of American States (OAS).
Moving Forward with Global Peace Initiatives
As the DPCW gains momentum worldwide, HWPL continues to collaborate with governments, educational institutions, and civil society to institutionalize peace. The growing support for the DPCW underscores its potential to become an international legal standard for peace and conflict resolution.
