Zambia Government and HWPL Sign Trilateral Agreement to Strengthen National Peace Initiatives

Across many regions of the world, governments and civil society organizations are increasingly exploring new ways to strengthen peacebuilding efforts through cooperation and public policy.

In Zambia, a new partnership has been established that connects community-based peace initiatives with government administrative structures.

Heavenly Culture, World Peace, Restoration of Light (HWPL), an international peace NGO headquartered in Seoul, South Korea, recently signed a trilateral Memorandum of Understanding (MOU) with Zambia’s Ministry of Home Affairs and Internal Security (MOHAIS) and the Ministry of Local Government and Rural Development (MLGRD).

The agreement aims to strengthen peace initiatives by integrating community activities with national governance and security systems.

Integrating Peace Initiatives Into Government Systems

According to reports, the trilateral MOU establishes a cooperative framework linking local peace activities with Zambia’s administrative and internal security structures.

The Ministry of Home Affairs and Internal Security, which oversees policing, correctional services, and public order, will align peace-related initiatives with national policies related to community safety and social stability.
Meanwhile, the Ministry of Local Government and Rural Development will support implementation through Zambia’s decentralized governance system, allowing peace initiatives to be coordinated at the local level.
Through this arrangement, peace programs will operate within existing government systems rather than functioning only as independent civic campaigns.

Promoting Peace Education and Civic Participation

Under the agreement, HWPL will coordinate programs connected to its Legislate Peace initiative, working together with government institutions to promote activities that encourage public participation in peacebuilding.

Key areas of cooperation include:

  • peace education

  • civic awareness programs

  • youth participation

  • women’s involvement in peace activities

  • interfaith cooperation

  • community-based peace campaigns

Organizers say the cooperation framework strengthens coordination between civil society organizations and government institutions in promoting social stability.

Community Peace Activities in Lusaka

In recent years, several peace-related initiatives have taken place in Lusaka, the capital of Zambia.

These initiatives include:

  • the “Clean Up, Crime Down” environmental campaign

  • the designation of a Peace Street

  • discussions on introducing peace education in public schools

  • community programs promoting peaceful coexistence

Environmental cleanup activities carried out by youth leaders, community members, and the Lusaka City Council have also been described as efforts that combine urban improvement with community safety and crime prevention.

Some reports also suggest that the framework may draw attention as a potential model for linking grassroots peace initiatives with government policy structures.

Peacebuilding Through Education and Community Engagement

HWPL states that its peace activities aim to promote cooperation across cultural and religious differences through education and civic participation programs.

Through its collaboration with government institutions in Zambia, these programs will be implemented within a broader framework that connects community engagement with public administration systems.

The agreement reflects ongoing efforts to explore sustainable approaches to peacebuilding that combine local initiatives, civic participation, and institutional cooperation.

How the Partnership Connects With the Legislate Peace Initiative

The cooperation framework in Zambia is also linked to HWPL’s broader Legislate Peace initiative, which promotes international discussions on legal frameworks for peace and conflict prevention.

The initiative is connected to the Declaration of Peace and Cessation of War (DPCW), a document drafted by HWPL’s International Law Peace Committee with participation from legal experts from multiple countries.

The declaration outlines principles related to conflict prevention, mediation, and the promotion of sustainable peace.

According to reports, peace education, civic awareness programs, and community participation activities implemented through the Zambia partnership will be coordinated within this broader initiative.

By connecting local peace initiatives with institutional cooperation between government and civil society, the agreement reflects ongoing discussions about strengthening sustainable peace frameworks at both national and international levels.
