Yorosso, Mali Declares May 25 as “Peace Day” Based on HWPL’s DPCW Principles

In a historic move for African peace governance, the City Council of Yorosso, Mali has unanimously adopted a customary law resolution based on the spirit of the Declaration of Peace and Cessation of War (DPCW). The resolution, passed on May 26, 2025, not only signifies the first such action in Africa but also designates May 25 as "Yorosso City Peace Day."

A Citizen-Centered Milestone for Peace

What makes this development particularly significant is that it was not a top-down directive, but a product of dialogue—carefully shaped by the voices of the people of Yorosso themselves. Since early 2024, HWPL Mali and the city government collaborated to engage local residents in peace-focused conversations. These discussions addressed regional conflicts, community concerns, and cultural values, eventually culminating in a resolution that reflects the aspirations of the local people.

Rooted in Article 10 of the DPCW, which emphasizes the "spreading a culture of peace" and "citizen participation," the resolution provides a legal foundation for promoting peace within the community. The City Council recognized HWPL Mali as an official peacebuilding partner and formalized ongoing cooperation through this declaration.

Beyond Symbolism — Action and Ownership

This is not just another symbolic statement. The resolution carries the legal force of customary law in Yorosso and includes real commitments:

  • Establishing May 25 as an annual day to celebrate peace

  • Supporting youth peace education and intergenerational dialogue

  • Continuing volunteer-led community cleanups and cultural programs

  • Documenting and preserving local customs that support peace

Remarkably, this was all accomplished without a permanent HWPL office in the region. Instead, dedicated volunteers and a decentralized education system sustained the peace efforts. The success of this movement proves that local ownership, when paired with a clear framework like the DPCW, can lead to genuine transformation.

A Model for Africa and the World

Kéli Aka, HWPL’s representative for Mali, remarked,

“This resolution is not something imposed from outside. It is the result of deep reflection and collaboration by the people of Yorosso.”

This local initiative is gaining international attention as a model for grassroots peace governance. With global conflicts on the rise, Yorosso’s approach presents a hopeful alternative—one where peace begins with citizens, is protected by custom, and is celebrated annually.

As HWPL emphasized, the adoption of this resolution sends a message to cities and nations around the world: It is time to institutionalize peace culture. The DPCW offers a roadmap. Yorosso is now a shining example of how to walk it.
