Law for Peace - Declaration of World Peace and Cessation of War (DPCW)

Definition of peace according to the Cambridge Dictionary is "freedome from war and violence, especially when people live and work together happily without disagreements." 

Johan Galtung, a Norwegian sociologist, introduced two concept of peace - Negative and Positive peace. Negative peace is the absence of overt violent conflict whereas positive peace is extension of negative peace where there is collaborative and supportive relationships among parties. The work of HWPL is to acheive positive peace, bringing sustainable peace to the World. 


HWPL is an NGO founded to acheive global peace and cessation of war. "HWPL promises peace and acts upon the promise." There are different peace initiative performed by HWPL. One of the most important initiative is Law for Peace. (for other peace initiative by HWPL, please check links at the end of this page.)

Global society needs a comprehensive legal solution that secures peace for global citizens. The Declaration of Peace and Cessation of War (DPCW) is the legal framenwork with the purpose of establishing sustainable peace around the world. HWPL proclaimed DPCW on March 14th, 2016. International law experts from 15 countries participated to prepare this declaration. Consists of 10 articles and 38 clasues, this declaration includes principles and measure that not only prevents and resolves conflict but also maitaining peace around the world. 



Three important values are embodied in the 10 articles of DPCW. 
1. Prevention of conflict (Article 1~5): it suggests harmonious relations that are based on respecting others.

2, Settlement of conflict (Article 6~7): Cenetered on international supervisory bodies, it suggests means of peaceful dispute settlement. 

3. Maintenance of peace (article 8~10): It provides principles and conduct to maintain peace once it is established around the world. 


HWPL and Chairman Lee engage in different peace activities to make this declaration a resolution of UN. Gaining support from governments, IGOS, former heads of states, and civilians, HWPL will continue their work to realize their promise to come true.

  1. A beautiful, hopeful and somewhat miraculous post. How is that HWPL Chairman Man-hee Lee, who was in his mid-80s at that time, could mediate a cruel, bloody 40-year inter-religious conflict between Catholic and Islamic groups that had claimed 120,000 lives on the island of Mindanao - which no government agency or peacekeeping force could solve - yet so few media organisations report it? Thank YOU for reporting this news of peace. I hope more media outlets will do the same and I will certainly do my part in spreading this news. I have watched the screening of the ‘Great Legacy’ film documentary here in the UK, and it was phenomenal.
